House Democrats could pass bills with just 22 lawmakers present under new proxy voting rule
The Democratic-led House of Representatives passed a rule change on Friday to permit remote voting by proxy for the first time.
Under the new proxy voting rule that passed 217-189, Democrats could pass legislation with just 22 members physically present in the chamber.
Each member voting in-person can each submit 10 proxy votes on behalf of other members under the new rule, which applies during the coronavirus pandemic and similar emergencies. Currently, 216 House members out of 430 must vote in favor of a bill for it to pass. Normally, 218 out of 435 are required for passage but there are 5 vacancies in the House.
